DPW's new position

For anyone who hasn't noticed, a story I wrote last week about a City Council meeting, has caused some length discussion (some of it reasonably intelligible, all of it anonymous) about the alleged DWI arrest of DPW employee Kelly Clark, who last week was given a new job of "DPW coordinator," which will allow her to serve in several office functions for the city.

As you can see, the comments on the story are quite imaginative.

Despite lots of calls today, I wasn't able to make much headway into figuring out whether or not the allegations are true. Without any facts to report, I just thought readers of this blog might be interested to know that more than a year after leaving office, Tommy McTygue and his supporters (or perhaps, just his supporters), are still eager to blame the sky falling down on Commissioner Scirocco.

Life being a two-way street, Scirocco's supporters are equally ready to point fingers at McTygue for creating all sorts of messes, some of which might be real, but many of which seem to be imaginary.

Anyhow, I hope to have some answers on the truth about this story (if there is any) tomorrow. Stay tuned.

It's to bad you continue to make this a political issue,Mctygue has nothing to do with this ,I doubt if he cares.The question hear is why is she not performing her duties as meter reader,why does she go to the head of the class,investigate Andrew!The plan is this(she gets the office job because of her uncle elio delsette,he just happens to be chairman of the Civil service comm.her getting this creates another opening which will be filled by skips' son,the new water meter reader,although no one in the DPW office will say boo about this,there is a great amount of tension in that office,I felt it today,this nepotism will probably cool skips' relationship with Kim.Ron's death on these sort of things.

Your wrong on one thing I never was Tommy McTygue supporter but doesn’t mean I’m a Scirocco fan either. All I ever wanted was a professional run Dept. I get so sick of pickup trucks going up and down my street on so called “Christmas tree patrol” or city trucks packed in cemeteries. This has never been a case of either or they both stink. Time for a real change and then maybe the DPW can get its act together, cut out some deadwood and maybe just maybe save some money.

This Kelly Clark issues is a classic example of political interference with the local Civil Service Commission. What it shows is that it can be manipulated and both the spirit and the letter of its mission can be corrupted for personal gain. It proves the old saw, its not what you know but who you know ...in this case established civil service lists were ignored so that the niece of the chair of the commission would be protected from job loss because of her alcohol problem and at the same time this made room for Skippys son to have a job. This was a win win situation for all parties concerned. However,this disturbing manouver is having negative impacts on city hall employees and those who took civil service tests in good faith. What it shows is the willingness of the union, the civil service commission to prostitute themselves in obesiance to Skippy. The losers are the city and its taxpayers. So Andrew where there's smoke there's fire.

Well I see the inaccuracies continue. Firstly there wasn't a list. All her traffic infractions were under the McTygue administration. (Including the so called alcohol problem and DUI, the poor fools that get on these sites and try to undermine people is a joke) years later it was hyper sensitive Marilyn Rivers who pulled her off the road. She was working in the office and was doing a productive job. So much so that the guy who runs the office decided that she'd be a benefit to have around. The upgrade was asked for and signed off by the local CSEA as well as the STATE CSEA. there wasn't a test and there wasn't a list.

Onto saving money, the DPW budget is $500,000 cheaper this year than last and is currently under budget, one would be hard pressed to argue those aren't savings.

The guy can't hire his son unless the son did well on the test. You can't hire someone unless they're in the top three. please lok up the definition to the word nepotism before using it improperly.

Let's face it. McTYGUE is involved. It's his latest fling. His brother Bill has political ties with Yepsen and some other ties with her as well. How about grilling Patsy Berrigan on this issue? She will tell it like it is! DelSette is a McTygue follower from way back! Something stinks about this whole thing!
Don't forget McTygue is running on the independent line. He is someone to watch! Once a crook, always a crook!

Nice going Andrew ,you blew. another one This Kelly Clark scandle is a great story about the behind the scences and dishonest workings of the Civil service Commission,obviously you afraid to asks questions and you're intiminated by the office of DPW.

In the followup story, Commissioner Scirocco defended his move in making Kelly Clark an addition to the DPW office saying that he lost three positions, one a retirement, one transferred and one a termination. He failed to mention that he replaced the retired position, that the secretary of the Engineer's office came downstairs to replace the transferee and that he hired Donna Buckley to be his personal assistant. That makes three for me.

Interesting does not have it right. In DPW there was JoAnn, Joette, Joy, Lisa, Lois, And Barbra. JoAnn, retired, Lisa went upstairs to accounts, Joy was let go. Lois, Joette, and Barbra are left, Skip hired Donna. That leaves the office 2 people short. In the water dept. there is Rosie, Lynn, and Anna, that has stayed the same. Please think befor you speak and check your facts.

Interested didn't have his fact right. There was 6 ladies in DPW. JoAnn, Joette, Joy, Lisa, Lois, and Barbra. JoAnn retired, Joy was let go, Lisa took a job in Accounts. That leaves Joette, Lois, and Barbra left. Skip hired Donna. That leaves Skip with a 2 person shortfall. It made since to have Kelly take over some of the jobs. They arestill one person short, so the tax payers are the winner on that one.

let's count: Joann was replaced by Kathy Moran (CSEA Pres.)leaving Joy & Lisa positions open. Hired Donna Buckley leaving only one position open, filled by Kelly. How does that leave a 2 person short fall?

Scirrocco is now trying blame Bill Mctygue For something he already knew about, Sirrocco does not belong in public works as commissioner he now has one of his goons namely tom Mccraw going around the dpw garage on city time trying to get us guys to go to Scirroccos' fund raisers,we can't afford to give him $40,why the pressure,he going to hire his son to the meter readers job,he campaigned against nepotism,what a two face guy Sirrocco turned out to be,we've got some good men here at the dpw,and were gettin fed up;union is bought and paid for we need help nothing has changed here it's worse.

when is skippy bringing j. downing back to work as supervisor in the park? another $70,000 salary. he was there for six mons. went back to the state & is now getting hired again. nice waste of taxpayer money.

Kelly already had a job in City Hall she didn't receive any special treatment. Victor was demoted,but didn't lose him job, same as Chile, when there time was up they got there regular jobs back. There is no special treatment in City Hall. Donna was the only one the commish has hired, everyone else was switched around. Sound likes sour grapes, McTtygue did what ever he pleased, hired whom ever he pleased, then made up a test for them. Hired his brother, 2 son in laws, his brother's son, few girl friends. Nice.

In spite of the negative comments, The work environment at DPW is wonderful compared to the horrible morale under McTygue. Skip and Pat treat the employees with respect, which wasn't the case before. We had a tough winter and in spite of having a budget cut forced down their throat, The crews and Skip did a great job of keeping the roads safe. Bravo!
